A Certificate in Quality Assurance in HE?

Such a program suggests that one can be certified to assure quality in higher ed. Is this an unfortunate name selection, perhaps necessitated by an uninformed donor, or does someone who ought to know better actually want to sell this thing? Must learn more about this...
